Cutler's Commentary: In the Pennsylvania Legislature, 2008 Got Started with a Bang!
By Bryan Cutler, State Representative, 100th Legislative District HARRISBURG -- The Pennsylvania House has already begun pursuing an aggressive agenda in 2008. During our first week back in session, we passed measures to lower taxes for Pennsylvania’s families, including legislation that would lower the state’s Personal Income Tax (PIT) to 2.8 percent over a two-year period, legislation to exempt active military personnel from the withholding requirements of the PIT, and a plan to phase-out the inheritance tax. These proposals are now awaiting consideration by the Senate.
This week, we considered several property tax reform measures. Although none of the proposals have been finally passed by the House, we did make progress on a number of amendments, and the debate on these plans was spirited. It is important to remember that when we are considering a $12 billion issue, we must proceed with caution and try to make the best decisions for Pennsylvania’s families. The last thing I would want to see happen would be the irreversible implementation of a monumental mistake. I am hopeful that we will be able to come to a consensus on a plan that provides incremental changes to our school property tax system and addresses school spending reform. Locally, I welcomed a new employee to my Quarryville office, Reber Testerman, and promoted Jessica Blantz to be my new chief of staff. I also welcomed an exciting new addition to my family – Drew Carolyn Cutler was born on January 24. Next week, Gov. Ed Rendell will give his budget address. I look forward to bringing you the details of the new methods he has devised to raid the pockets of Pennsylvania taxpayers in next month’s column.
