The arrest warrant must provide sufficient description of a
suspect to ensure "reasonable certainty" of identification
later. Since DNA, deoxyribonucleic acid, is unique to one
individual, the John Doe warrants provide that certainty.
On Friday, November 10, 2000 at 6 p.m. an unidentified white male raped a 69 year-old woman in her Spread Eagle Mobile Home Park on Route 272 in Providence Township. Then on Thursday, November 8, 2001 at 6 p.m. at Conowingo Road and Church Road in East Drumore Township, he struck again. This time he assaulted and raped an 18 year-old female who was riding her bike.
He is described as being 5'6" to 5'9" and thin build, approximately 165-175 lbs. He has dark hair, brown eyes and described as having a pointy nose. At the time of the rapes, he was 20-26 years of age. He would be 26-32 now. There is a cash reward for information leading to his arrest.
Evidence taken from both women, specifically DNA, prove that the same person raped both women, said Sgt. Burig.
Police are treating him as a serial rapist. A serial rapist is a rapist who has raped two or more victims on different dates. What is the first rape for one Law Enforcement Jurisdiction, may be the sex offender's sixth rape. In this case, one rape was in Providence and the other in East Drumore; however, both of those municipalities are in State Police coverage areas.
